Make <<TableOfContents>> only show a TOC for lower level headings.

That way, we don't have to see the H1 title in the TOC, and can make mini-TOCs.

The best way of doing this is IMHO extending the Table``Of``Content Macro to take an optional Parameter -- FlorianFesti <<DateTime(2003-08-25T19:30:19Z)>>
