Quite easy to describe. Something is broken in !MoinMoin 1.3 (at least in patch 151) but not in !MoinMoin 1.2:

Some fresh installations do show too many pages in TitleIndex (option allpages=0). I. e. isSystemPage returns false for pages that are system pages.

Fix SystemPages*Group on MoinMaster. And update from there.

Most of the problem is fixed by updating the system pages from MoinMaster. The remaining problem are these pages:

 * System Pages In Chinese Group 
 * System Pages In Danish Group 
 * System Pages In Dutch Group 
 * System Pages In English Group 
 * System Pages In French Group 
 * System Pages In German Group 
 * System Pages In Italian Group 
 * System Pages In Russian Group 
 * System Pages In Serbian Group 
 * System Pages In Swedish Group

This was caused by wikidicts loosing group pages when expanding the groups.
